        Срокът за подаване на оферти е съкратен на основание чл. 74, ал. 4 от ЗОП със следните мотиви: Изградената ограда по границата с Турция за справяне с незаконните миграционни потоци през територията на Р България с посока на придвижване към Западна Европа сама по себе си не е достатъчно ефективно средство. За противодействието на незаконната миграция през границата с Турция се командироват служители на МВР заедно с обучени за това кучета. Този подход се оказа ефективно средство за справяне с противозаконното преминаване през границата. При наличните към момента служебни кучета, използвани за развъдна дейност, се наблюдава снижаване на качеството на добитите приплоди поради намаляване на генното разнообразие на племенното стадо. С доставката на нови кучета на възраст между 1 и 5 години ще бъде осигурено обогатяване на генофонда и избягване на близкородствено развъждане на кучетата и използване на новите поколения кучета като ефективно средство за охрана и контрол на границата с Турция.
